Aggregate Protection Guidance

The passage of the Arizona Aggregate Protection Act (SB1598) established a framework and new requirements for the community planners and leaders to responsibly address one of the most critical elements affecting the viability of future development - the availability of affordable construction materials.

SB 1598 creates a significant opportunity for counties, municipalities, and special districts to work productively with the mining industry to ensure the sustainable growth of our communities.

This guidance document, prepared by Eric Mears, Vice President of Mining at Haley and Aldrich, for the Arizona Rock Products Association (ARPA), provides essential information for identifying aggregate resources in municipal or county planning areas, and offers practical guidance in developing strategies and policies for protecting those resources. It is a resource for planners amending general plans to conform to the requirements of DB 1598, as well as for planners working for state, county and municipal governments.
